In very rare cases, some people have the ability to draw a perfect circle. The ability is rare because there are three physiological factors that must exist in order for the ideal result. The first is a literally flawless musculature throughout the entirety of the dominant writing arm, from the pectorals all the way to the tips of the fingers. The second is precise control over said musculature, which is dependent on the person also having a flawless neural network and superb spacial cognition. The final factor is called kinesthetics, or in other words, the mental relationship between the mind's perception of geometric space and the body's position within that space.

In short, if this is real, yes, he is a wizard.
