Never really read Superman comics or watched the TV show, what makes Lex Luthor such a despicable guy? You don't have to read Batman comics or watch the show to know The Joker is a total bastard, yet I can't think of one big scheme Luthor had.

Murdering heroes. various fraud, bribery, being an all out bastard who doesn't care who's neck he steps on to make himself taller. Inciting disputes and civil wars to land himself arms deal contracts. Illegal, immoral, torturous experiments to benefit his business and get himself a personal army of superpowered guards. He runs most of major organized crime, running it like his corporation, focusing on big deals and turning a blind eye to child prostitute rings, rapists, murderers, drug dealers, thieves, and arsonists in said various crime rings. I remember him giving a green-light to the idea of an aerosol narcotic. Get entire neighborhoods unwillingly addicted and under his thumb at once. Wants Justice league dismantled and every member dead so he can do this without superpowered interference, and the courts and police can't do **** against him.

Joker's a psychopath, having experienced a psychotic break from reality and rational thinking. But Luthor's a sociopath, and that can be much, much worse, given that he has no morality of right and wrong. Dude's hungry for as much power as possible and has the means to get it.

That sounds more accurate. I've always gotten the impression that Bruce Wayne is just one of many super-rich CEOs in Gotham - maybe the richest, but not necessarily head and shoulders above everyone else. Lex Luthor operates on a whole 'nother level internationally. Batman mostly builds cool gear for himself (the Justice League satellite being the biggest exception), but Luthor can equip and finance whole armies to work for him.
