1) It is not certain if it was actually a hydrogen bomb. The magnitude of seismic disturbance was similar to the last test in 2013 wich was a fission bomb with a relatively small yield that was estimated by South Korea as less than half of the esplosive power of the US bombs used on Japan.

2) Their carrier systems still suck and they have not demonstrated the ability to deliver a warhead far enough or have proper reentry protection or a targeting system
