Well here's something to consider.
Do you mean invented anime? Then yes maybe, only ones creating it? No.
China, Korea, and North Americans are all making anime or anime like content as well.

You're not wrong, however the word "anime" has evolved into also referring to this style of art, animation, and sometimes storytelling.
Take the developing video game "Yandere Simulator" for instance. That game is neither Japanese nor cartoon, however it is clearly styled out of anime and pretty much the entirety is anime inspired. Saying it is not an "anime" game at all would be foolish.

Hmm, that would be a matter of opinion from person to person. I personally would call that type of animation made in Japan as anime, and something made in America, for example, as something made in the anime style, but not necessarily anime itself. Possibly "American anime" would be a good word, which would be defined as "animation in the Japan anime style made in America by an American production company."

I feel like I need to chime in here.
I've never liked anime, I'm 20 years old so my generation are obsessed with Pokemon and subsequently the whole Japanese manga/anime band wagon. I never played Pokemon, I found it mind numbingly boring, I played Tony hawks instead.
I found tv shows like Dragonball Z boring and preferred to watch Ed,Edd N' Eddy.
Since then I've hated the whole obsession with anime but I recently saw this post on Reddit ( cdn.streamable.com/video/mp4/vcka.mp4 ) and found it quite funny without the whole PC Vs console argument.
I decided to give One punch man a go and I actually like it, I can only watch it when I'm high though.

Didn't Russia and U.S conduct more than a handful of nuclear tests within their own borders?

Technically there were multiple nuclear tests done in various countries across the world, Murrica, Russia and Greenland included.
Japan has highly developed animation because they lack the diverse natural environments needed to create cost efficient sets for films. Hollywood, the place, is near many different natural sets like deserts and forests and beaches and mountains. Japan sort of lacks this because they don't have a lot of land mass as an island nation. had they successfully taken over China and pretty much all of Asia, they wouldn't have needed to create anime and make it their primary media entertainment. So yeah. I guess America was the reason why Japan created anime. And lets not forget Walt Disney who inspired the creation of it as well. His famous animations influenced the world. Disney is why anime exists.
Everything is all in reference to the time when it was created. Whether or not it is a factor now is not important as it has become so ingrained in their culture that it can't be removed.
