Yes, they can be polite. But never forget that they are also amazingly good at fighting ! Beware of the great Butt/Knock-Down 37hits combo.
(Picture taken in Nara's park in Japan, where you can find hundreds of deers)

The deer sees the human lower his head and it lowers it to look towards the point the human lowers his head to , assuming there is something worth it's attention if the bizzare , unpredictable and dangerous human pays it so much attention as to even look away from itself.

For example if you made contact with an alien (substitute for unpredictable and dangerous being) and after it first looked at you and came closer to you(because I doubt the deer approached first) and then suddenly lowered it's entire upper body shifting it's vision to a point infront of it , you would certainly change your focus to what you would assume the center of it's attention is assuming that it is safe to do that since the creature can no longer see you.You will however focus on the creature once again , after it stands up normally again , just like the deer.

Nope, the deer have just trained themselves to bow to visitors because it gets them more food, much like a raccoon taking food from your hands instead of avoiding humans altogether, or a cat being cute for food instead of just going to kill a bird or something.

actually, they are. there are vendors in the temples that sell cookies that tourists can feed to the deer, and they will come up and take it from your hand.
