If I recall correctly, some forest programs actually do controlled burns. Basically, they burn certain areas of wilderness to prevent natural fires from being as devastating as possible. They don't generally do it in dry environments.

It's been a while since I've taken my Fire Science class, so i'm afraid I don't have all the details. It is possible, however, that this guy is standing at the edge of a controlled burn and making sure it doesn't go further than they want it to.
[spoiler] Also, wildland/forest firefighting basically equates to:
1.) find out which direction the fire is going.
2.) get ahead of it.
3.) clear the area in front of it.
4.) wait for it to burn out.
5.) protect property if possible.
this is of course, best case scenario... wildland fires are really temperamental, and "ahead of the fire" can turn to "behind/beside/inside the fire" in a matter of moments. firefighters generally only actually "fight" the fire if it's threatening property. Otherwise they just make a clearing about 100 feet long that goes out completely in front of the fire (in best case scenario, all the way around) and wait for it to burn out. Planes and helicopters drop water, but it rarely actually does anything to put out the fire. it just slows it down so the firefighters have more time to clear, and also gives a convenient method of being able to tell where the fire is going.[/spoiler]

There are people that do that. They control burn. Its an awesome job, friend i lost contact with, no he didnt die from fire, used to do that here in Florida.
