As a pool operator, the water filter one looks almost exactly like the most common of pool filters, the sand filter. Although this will remove the water of debris, germs and bacteria will still be present.

Some sand grains are smaller then others. The smallest are "fine" while the bigger grains are course. Think of sandpaper.
Course is more rough while fine is smoother

I don't know about that, California beach sand is much finer and smoother then Arizona desert sand.

the water filtration one is still done about the same way, but crushed up charcoal is usually added as one of the layers as an additional filter

I'm not saying that the one about getting electrocuted is wrong, but what I've been taught as an electrician is to tackle the guy.
Just run up to him, and tackle him away from whatever is shocking him.
That way, he gets away from it, without having to wait for you to figure out how to cut the power.
