They're not binded to help people. A guy could be dying on the other side of the street by a heart attack or a stroke and he's not obligated to help. It's been ruled in a Supreme Court case.

Lol I've gotten a ride to the skate park from a police officer. He saw my friend and i walking and just asked us where we were going and gave us a ride. It's not like their patrol days are filled with things to do. Half the time their just cruising around in their car anyways. The cop in this post was just an asshole i guess.
