To get maximum drainage, the tardis would need to be as low as possible. Assuming the tardis isn't affected by buoyancy and is in a fixed position somewhere at the bottom of the Marianas Trench, and that the tardis nor the doctor are crumpled up like pieces of paper due to the weight, the ocean wouldn't drain that fast.

The tardis has something like a 7 foot tall opening at best? The drainage rate would be insanely slow relative to the size of the ocean,probably barley affecting things farther than a mile away unless it happens to sit still. The surface would be totally unaffected.
(I'm not a Doctor Who fan, I'm just going on what I remember seeing about the show. I was under the assumption that the tardis can flush the water into outer space once it gets full, or that it at least has infinite space on the inside.)



TL;DR Not much would happen besides putting the water and some unlucky fish inside the tardis.
