it's been a long time since I've seen the movie in its entirety, but from what I gather it's just a display of Kronk's thickheadedness. He's making a statement but he's repeating it so many times that he's revealing that he doesn't actually know if he's right or not.
Is that what you're talking about...? Or did you mean the entire scene that this quote is in? Because I don't remember more than that ):

...but my strict teacher can tell when we're purposely stalling on an essay an reduces big marks for it pretty much failing

This is why high school sucked. You weren't told to write a good essay, you were given a rubric and a word count. You waste your time filling a paper with nonsense, and the teacher wastes his time reading your bs. That's why I love college essays. Yeah, they're hell of a lot harder, but you can just get to the damn point and forget word counts or limits.
