No, because that's the subject pronoun (I) in place of the object pronoun (me).
Exactly the same when it's "my brother and me".

No. It should be "my mom made my brother and me outfits." Here, both "my brother" and (first-person pronoun) are indirect objects. "My mom" is the subject, "made" is the verb, "outfits" is the direct object, and "my brother and (first-person pronoun)" are the indirect objects. If English still had noun classes, "outfits" would be in the accusative case, while both "my brother" and the first-person pronoun would be in the dative case. However, in English, the only nouns that are inflected are personal pronouns and, formally, "who." Even then, the Old English instrumental, dative, and accusative cases have all been condensed into a catch-all "oblique" case. Therefore, the first-person pronoun must change to the oblique case, which is "me."
In other words, go **** yourself.
