Fun Fact: The actress who voiced Avatar Kyoshi also voiced the female commander Shepard in Mass Effect

>Hama
>Neutral Evil

Sure she is no Azula but Hama is anything but sane. Watching her entire tribe get exterminated by the Fire Nation then locked in a cage like a Wild Animal to perfect an art nobody knew existed to teach Katara the most powerful Water Bender in Existence.

as much as i like miyazaki, i'm going to have to disagree. good is a real, tangible thing, evil is what happens when you have a lack of good. love is real, hatred is simply an absence of love, rather than a force unto itself.

DBZ has a better story, better characters, and better character development than Avatar: The Last Airbender.

chaotic evil and neutral evil should switch
chaotic is more of going against rules or codes of honor

Ehh... I'm not so sure Jet is Chaotic Good. If so, he stretches the "good" part a bit. Maybe Chaotic Neutral would be better.

I mean, he might very well have thought of himself as such, and in theory he certainly had some noble intentions. But you have to consider his actions, and the motivations behind them. Personally, I kinda think the root of his hatred of the Fire Nation, while perfectly understandable, was primarily caused more by a desire for revenge than more "noble" ambitions. Obvisiously "good" characters can get angry, or experience hate, but they usually don't let it rule them. Jet kinda let his grudge against the FN dictate a lot of his actions. He was obsessed with his vendetta against the FN, and was bigoted and spiteful toward the entire culture and its people, not just the soldiers. He also found it acceptable, necessary even, to sacrifice innocents in his fight against the Fire Nation.
That kinda deviates away from "Good" on the Good vs. Evil axis. He's still far from outright "evil" though.

But it's hard to classify certain characters into one specific group, especially shows that feature a lot of character development.
For instance, Lawful Evil is probably fitting of Azula earlier in the series. But indeed, as her sanity starts to slip, I'd agree that she does slid into Chaotic Evil by the end of the series.

Chaotic good believe in the greater good and do not mind the means in which they achieve these goals.

He disappeared for a while, then showed up in an Earth Kingdom city trying to get Zuko arrested, he gets brainwashed and then sacrifices himself so Aang can save Appa.

Azula should be Neutral Evil because she both uses the legal system for her own ends (lawful evil) and commits crimes for her self. Zhao should be chaotic evil because he is merely a destructive force, he does not attempt to manipulate the government's rules, though he does thrive in them.

Using the law to your own ends does not necessarily a lawful evil character make. A lawful evil character is defined by holding the ideal that the best way to promote their own interests is through use of and usually subversion of an orderly society. To this end they have a deep-seated desire to see order maintained as well as their own interests, sometimes even at the cost of.
