Because the military has a fetish for codewords.
(Also, in the books, I believe it was explained that the armor was not intended for Spartans, but with how powerful it was, they were the only ones who could use it without shattering every bone in their body.)

In one of the books they put it on a regular marine who killed himself because he was told to raise his hand, smacked his hand into his head causing him to reflex in pain and resumed to break every single bone in his body, pull every muscle and dislocate every joint from recoiling in pain.
