She had a fight with her mom, and her emotions must have taken control of her. I agree that she needed to be apprehended, but that is a bit too much force. He could have just walked up to her, grabbed her, and handcuffed her. It doesn't seem like she is a danger to others at this point.

I looked it up after my boss told me that if anyone steals anything out of the gas station i work at, and that we find out later and i saw them leave, it comes out of my pay.
