There is no BEST format as such in my opinion. It really depends upon your content/design. However, PNG offers wide use as it is does not compress images like JPEG.

Yes, but most colours are not needed anyway. There usually isn't any difference between the two, just PNG's are smaller (when compressed).

If you use a digital camera to take a high quality picture with lots of colors, you might need JPEG to store it or use it as it will compress the image and reduce the size of the file.
PNG is optimum for web purposes.

The PNG-8 web format can provide lossless compression with only a marginal increase in file size in comparison to JPG.
