There is no BEST format as such in my opinion. It really depends upon your content/design. However, PNG offers wide use as it is does not compress images like JPEG.

Actually, you can make PNG's tiny. As small, if not smaller than a JPG.

Yes, but most colours are not needed anyway. There usually isn't any difference between the two, just PNG's are smaller (when compressed).

Some images (usually smaller) don't reflect any changes when we decrease the color palette but some large images do.

Say for photos, use JPG or TIFF.
Anything else really, PNG's are better.

What special thing does jpeg do?

If you use a digital camera to take a high quality picture with lots of colors, you might need JPEG to store it or use it as it will compress the image and reduce the size of the file.
PNG is optimum for web purposes.

not everything is compatible, TIFF is a good working format, but not if you're trying to save space, time, or if you dont care about quality.
