The second Flash, Barry Allen, could travel through time but only by running on a special treadmill. He traveled through time only once on his own after breaking the lightspeed barrier in pursuit of a tachyon that was powering a universe-killing weapon. Upon catching the tachyon and destroying the weapon, he became pure energy and traveled back in time, seeing his entire life rewind before his eyes, and became the very same lightning bolt that gave him his powers in that crime lab accident decades ago.

The other Flashes, Jay Garrick, Wally West, and Bart Allen (formerly Impulse), have not been able to time travel solo.

Nah, Superman has been repeatedly proven to be multiple times faster than Goku, and Flash when he wants runs circles around Superman.

People keep ranking them, but half of them we have no idea how fast they really are, the other ones we just know can run faster than the speed of light (sonic and flash, though I think there are conditions for sonic to do so)....who's to say the ones we don't know can't as well and just never had to? Well most of them. I am reasonably sure dash had to run full speed, and it wasn't faster than light. I have never really watched speedy Gonzales or roadrunner but if I am right, we have no idea what their top speed actually is.
