Shadow naturally runs the same speed of sonic but with the shoes he can ascend speeds faster than sonic with much more acceleration, now with this in mind he could take Sonic's ability to stop time from running so fast except reach it at a shorter interval but it would require Shadow to also go under the influences of hyper mode

while yes, that is true, but are you following the Sonic game levels, or are you doing it based on his actual ability. In Sonic Underground, Robotnik sets up barriers around different plants, and only a high speed projectile can break through it. Sonic breaks through the barriers, and only once was a blue blur seen from the contact of it.
