People do stuff like this rather often. But its still rather humorous. A guy also paid a fine off entirely in penny's. They refused to accept the money but were eventually forced to since its not illegal to pay off stuff in outrageous ways.

Otherwise the staff of the parkingticketthingyplace (Britfag) or wherever it is you pay parking tickets in the US wouldn't have acted the way they did if they were openly being filmed
