Well first of all, let me bring up the fact that she is a Queen, and thus inherited her ruling. Second, did she even fire a weapon? Maybe she did, I don't remember much of the prequels. Third, the Federation was god awful at invasions anyway. Even if she helped it's not like she wasn't needed elsewhere (ie the galactic senate). Speaking of which, didn't she decline senate confirmation of the invasion of Naboo?
