When he picks it up, you can here some random pirate asking "Hey, who's on?" Later on you get a phone call from the same pirate accidentally telling you where to go to find Liza, but when you get to the camp, she had escaped. He accidentally calls you because the phone you have used to be someone else's. I think this happens immediately after harvesting the plants and killing the boars at the beginning of the game.

It wasn't his phone. Vaas had Jason's phone in the beginning, it was a smartphone. The one you pick up during your escape is an old phone that looks like something pulled out of the late 90's.
