I could have sworn Thor was in that story, not Odin. I could be thinking of a different one, though.

The answer to that question depends on what facts you base the answer on my dear friend.
In the comics Thor lost his power if he let go of the hammer for 60 seconds or more.
in the movies Loki and The Hulk can't pick it up at all, thus making it a fine loki trapper.
However, in the real stories straight from the north mjölnir could be picked up by you and me at any given time. Loki gave the hammer to thor as a gift, thus he managed to carry it at some point.
I prefer the latest answer myself, I see no point behind a hammer no one, but you can move properly. it'd just be a mess to be honest.
