You're all retarded... What is ice? Is it not "dry" water? It is only "wet' to the touch because your warm skin warms it back beyond its melting point...

Dry water (H20) = Water at <0 degrees...

Ice is still H2O, so it is water. There's no such thing like dehydrated water. It's like vaccum with air, or sandless sandstorm.

What she said (giving the example with milk) sounds completely fine spoken aloud, though the way she writes it can be a bit confusing it's still pretty clear she wants to see dry - therefore, again, not wet - water.

Finely crushed ice would be a dry substance at a cold enough temperature. You'd only consider it "wet" because when you touch it you transfer your heat into the solid finely crushed ice, you cause a state change which leaves you with H2O in it's liquid form.
