Guys, he is not suprised about the penis, rather the ballsack. Most roman soldiers were eunuch(balls removed), which was probably the reason he had that face.
Male roman citizens had to undergo years of military service.
Then they retired, they were given lands (not always, though) and they became small landowners.
Their families were the source of the new recruits.
How could they be eunucs, then?
Also eunucs were seen as impure, in the roman society.

I know, this is due to the fact that in time sterile males started to occupy delicate positions, that required the inability to have children and thus the impossibility transmit power dynastically.
The figure of the eunuch and of the sterile public servant came to coincide.

I think you mean analogy.
I've looked online but can't find it anywhere. My best guess would be that this is Napoleon Bonaparte (it says his name lol) in a satirical cartoon by his enemies, the figures (from left to right, not including the Gorgon, representing pestilence, war and death). No idea what the Gorgon is meant to symbolise; terror or inaction, perhaps, as it used to turn its opponents to stone.
