This would make me think, if I didn't realize that western society had evolved to a point where Free Speech and the ability to not exercise it to offend others is more valued than using free speech to be a rude dick. Besides, this quote refers more to political criticism than racial criticism. And think, people frequently call our president a "nigger" and the Church a bunch of "pedophiles." Hell, people make movies about Islam's perceived faults. It's now the ability to withhold unnecessary criticism that is the sign of an evolved and well-adjusted person.

I don't think Voltaire said this. The insane neo-Nazi author Strom wrote; "If you want to identify the real rulers of any society, simply ask yourself this question: Who is it that I cannot criticize?" , and it's possible that people are just misattributing that guy's ramblings to Voltaire...
I don't really see any boundaries in that kind of thing. Well, there is one person I won't criticize but that is because there is nothing about her to criticize.
I guess I have not rulers cuz I will criticize anything I want
