i read somewhere it was ho-oh with max attack getting a critical hit sacred fire on a poisoned dry skinned paras. perhaps i'm wrong.

In a perfect situation 1v1, A lvl 100 max attack Ho-Oh would do 436 883,75 on a lvl 1 Paras with minimum defence. While being a lot, it's not as much as the maximum possible damage done.

Metronome held item, Power Trick, a Skill Swap to Huge Power or Pure Power, Defense Curl/Rollout . 5th impact of Rollout, if used against a level 1 Ledyba or Yanma with minimized defense, it can deal over 210,000,000 damage.

KO-attacks deliver damage equal to the HP of opponent pokémon, so the highest amount of damage a KO-attack could do is equal to the highest amount of HP a pokémon could have. Which is not even close to the numbers we are talking about with Shuckle.

A ridiculous setup with a max defense Shuckle that swaps it's attack and defense with a move, which I've forgotten the name of, who uses Rollout on a certain pokemon, and on the last hit of Rollout, It deals the highest damage possible.

There's a bit more to it, but that's the basics of it.

there are a few steps to setting this up
step 1: level 100 shuckle with 252 defense EVs a 31 defense EV roll and a defense nature (for those playing along at home that makes 614 defense, this will come in handy in a sec)
step 2: 3v3 battle
step 3: shuckle is holding a life orb
step 4: -6 defense on a level 1 ledyba with a -defense nature and
step 5: +6 defense on shuckle
step 6: engage power trick to swap attack and defense
step 7: engage rollout
step 8: on the 5th rollout, use 2 helping hands on shuckle and hit ledyba with a critical

it's so massive complex and impractical it's hardly worth mentioning.

"A level 100 Shuckle can potentially deal the most damage in one single attack through the use of numerous stat boosters; by using Helping Hand by two different Pokémon in a Triple battle, holding a Metronome, Power Trick, a Skill Swap to Pure Power or Huge Power, 6 Attack boosts, and a Mimiced Me First used on a slower Pokémon using the Defense Curl/Rollout combo. Also, Shuckle's partner must have the ability Flower Gift and the weather must be sunny. On the 5th turn of using Rollout consecutively without any misses, if used against a level 1 Ledyba, Yanma or Combee with minimum Defense stats, that have been hit with negative Defense modifiers (such as Screech), it can deal 481,266,036 damage with a critical hit."

But yeah, I saw it all on Bulbapedia a while back. The formula has changed a bit since B/W, though. So it's a tad different from what I remember.

What if somehow you got a lvl 100 mewtwo with an amazing amount of health to learn bide, it could take that hit twice, and send it back doubled? wouldn't that be the strongest attack?

having a mewtwo doesn't help it in any way. Bide doubles the damage the user takes during the last two turns and isn't affected by attack stats or STAB.

There's no reason to even mention mewtwo even if bide was affected by its attack stat, because mewtwo isn't even known for having a good attack stat.

I said Mewtwo as an example, I am well aware of how Bide works.

It could be any pokemon, I just thought Mewtwo would be a good candidate because it already has a lot of health to start.

Shuckle has a defense stat that can go all the way up to 614, and with power trick he can switch his attack and defense stats. Funny enough this gives him the highest attack of any pokemon if this move is used, and allows him to deal this absurd damage.

Power trick can be baton passed. So another pokemon could use power trick then switch into shuckle, but shuckle is slow has low hp and now that power trick has been used very low defense. It can be fun if you set it up but honestly not a very viable strategy.
