If a program isn't responding just go to the processes tab of the task manager and end the process, it'll close it instantly

So you use internet explorer to go on the internet? You can make the gifs open in your default browser.

I use Chrome. Chrome is my default browser, but it doesn't open gifs for me.

Locate a gif in your folder. Right click. Chose "open in". click on "Chose standard-program". If you can't find Google Chrome among the other programs, click "browse" and locate Google chrome. I'm using Windows in a different language, so everything written inside "" I've translated loosely, and may be worded differently on your computer.
