This coming from someone who even lifts.
1. His physique is most likely a result of synthol rather than drugs (synthol is like a boob job for your muscles)
2. Steroids (specifically testosterone) don't make your dick smaller. Natural testosterone in males is produced in the testicles and when you inject extra testosterone into your blood your body is all like 'guess we don't need these balls' and they shrink.
I'm not advocating steroid use and this dudes body is fucking hilarious but I just feel the need to tell you what I know.

Because 'toning' doesn't exist. You can only gain muscle or lose fat. The term is frustrating because some people have the misconception that if you lift heavy weights you will automatically become bulky and that lifting light weights for ridiculous amounts of reps will somehow burn muscle from that area. People thinking bodyweight crunches will give them a six pack for example.
