I'm assuming that the items spawn for the whole site, as in, the items that have spawned are the same on each post. Last night I was on a post in newest uploads, and they were being snatched within seconds; there's no way there's going to be a lot of people on that same random post.

They only spawn when you move on/back to a different post (so spamming refresh doesn't work).
The easiest way is to choose 2 post that are relatively short and just go back and forward between the two posts.
As for your second question: Yes, if someone picks up an item before you, it will be out of stock for everybody. You'll have to wait for an other item to spawn, or for it to respawn.

Spamming refresh absolutely does work, actually. That's how I've gotten my items.

Several people tried it (including myself), and failed to do it that way...

Well the thing is that we're not sure yet whether there is only 1 of each item, or whether it can be multiple (1 up to 3, for example).
I think it's mostly only 1 time though... Also the spawning seems to be completely random.

There is (or at least yesterday was) a board about the items. There was a discussion there on how we think the system works.
Maybe that's why so many people seem to know something about it.
