And the police normally do it to people that are violating traffic laws and are waiting on a tow truck, so the owner can't just come back and drive off before the car gets impounded...

If you live in a big city, I highly recommend buying one of those yourself.
Each time you have to park your car on the wrong spot, mount it yourself.
Each time a police officer comes by he/ she will think that one of his/ hers colleagues already did the job, and will leave your car alone!
Just make sure they don't tow your car away...
