Nope, in this situation, it's "My father and me."

No, my father and me would be correct.
If you removed "my father" it would be "I 12 years ago."
You use "subject and me" when there is not a verb following that statement, "subject and I" when there is.

...yes, it is a complete sentence. If I had simply said "12 years ago," it would not have been a complete sentence, but given that I had a subject, it was.

God damn it a complete sentence must have a subject and a verb. If you went up to someone and said "My father and me 12 years ago" that wouldn't make any fucking sense because that is not a complete sentence.

Given the reference, it would be considered a complete sentence. Seeing the picture, it means "THIS IS my father and me 12 years ago"
But seeing that we have the picture in front of us, the "this is" is not entirely needed, because we know what I'm referencing.
