no, they do not "snap" you clearly just do not understand the body language of the breed. Bully breeds tend to have a very very different body language than any other breed. Not to mention it was stupid of you to walk your dog around a bully breed you were not VERY VERY familiar around. No dog just "snaps" unless it has rabies.

The American Pitbull Terrier Is known for Dog Aggression and it's owner should never have allowed it near your dog off leash. It was stupidity on the owners side and i feel pity for both your dog and his dog and pity for you that because of one persons mistake you choose to believe in something that is false.
