No, brostep is really distinct from dubstep. They literally sound sonicly different. Dubstep is a generally chilled-out genre, is pretty consistent in terms of structure.

Recent "dubstep" however is pretty trashy, hence the distinction. There's no consistent melody, there's no significant build-ups. It's music literally made for 12 year old children with ADHD who can't pay attention for more than 10 seconds. It's no longer about a specific style, a specific aesthetic, it's just 4 minutes of "LOOK HOW COOL MY SOUNDS ARE". Brostep tracks are generally shorter because their mainstay is exactly that factor, and over 4 minutes of absolutely no sustenance and shitty meathead beats gets old.

Oh yeah, build-ups are commonplace EVERYWHERE in music, even in classical. Build-ups are generally a good thing and it takes a talented musician to execute one properly. Brostep "musicians" (read: knob with a DAW) aren't very good at making one or music in general, hence the bastardized build-ups you hear on most brostep.

Honestly, I really don't see why you have a problem with people separating music into narrowed-down genres. Some people like jazz with a saxophone, but they might dislike jazz with a saxophone and a distorted guitar and vise versa. Defining these musical styles with two separate labels allows the listener to locate/identify the music that he/she likes specifically.

If you mean these are differences so minor that they don't deserve a different genre/subgenre, sure, I can see where you're coming from. But the difference between brostep and dubstep is that the two sound absolutely nothing alike. I'd call brostep electro house, really terrible electro house at that, before I would classify it as dubstep.

And the only reason people say "IDM" is so that they don't have to say "Yeah, I'm into breakbeat, hardcore techno, drill n'bass, experimental etc". No one who uses the term thinks their music is "smarter", although it's significantly less retarded compared to shit like gabber.

IDM is an umbrella term. Again, no one verbally expresses the fact it's "more intelligent". But, it's pretty much an objective (oh no there's that scary word) fact that most IDM is structurally advanced and requires a more active/careful listener to appreciate in comparison to most modern-day EDM.

Listening to modern EDM (brostep, electro house, trap) requires very little from it's listener, as it's just 4 minutes of "cool sounds" being recycled with very little structure or design until the track sort of just, ends. If you don't believe me or doubt me, just look at the Monstercat label. It's like they pick music that falls exactly into that definition.

So you're saying one style of music can't be more intelligent than another? Bach is on the same level of intelligence in terms of objective construct as Ke$ha? Again, for the third time, IDM is just an umbrella term to describe several musical styles that IDM typically encompasses. To be honest, you'd sound more like an asshole if you specifically said "I like breakbeat, breakcore, 90s dungeon synth, experimental electronic, etc" rather than if you said "I like IDM"
