You should angle the higher feathers more upwards (Unless you're going to add more, than they should be sticking directly out from the arm) and the lower feathers around the wrist should slowly morph into pointing the same way as the hand. It will give your drawing a more realistic look to it.

I think it looks pretty good as it is. If you want to cover up the breasts than I suggest using a low hanging necklace with a few long feathers strung on, that way they could cover the nips and it will go along with the cloth thing it's wearing.
Or you could use body paint, and that could add to the paint on it's shoulders. Idk, whatever you feel like doing, I guess. Lol

i have that tablet, its great
i personally don't use artrage much, but its still a nice program
i use paint tools SAI, you can download a 30 day trial for free, or firealpaca is a nice free program.
as for tutorials for using a tablet its basically the same as using a pen, its best to look up tutorials for the software you're using
