alleski is right, the best way to create a solid realistic looking character is by starting at simple shapes. You start adding the color where you know light is going to hit.
Also Hue shifting is extemely important when painting slom, the colors you picked could be better.

You sculpt the face into looking how it should with the colors. If your knowledge of color theory is limited i recommend you start with a gray scale painting. Defines the general shape without worrying about colors.

symbol drawing is when you for example draw the sun as a circle with stripes coming out of it.

You're kind of doing the same thing with the facial features and hair.

Solution to that is construction. constructing is basically about building up the drawing, starting from simple geometrical forms; ball, cube, cylinder and cone, and then making it more and more complex. construction helps you express the form of the drawing. Obviously with experienced artists, construction phase happens in their head and they can just skip right in to drawing the almost finished lines, but for beginners and intermediate artists it's good to slowly build up the drawing (unless you're just doodling).

if you want to draw "anime style" then you got to rely on symbolic drawing every now and then, especially with eyes and noses, but other than that "anime style" is, in most cases, surprisingly grounded in reality.

Paint tool SAI is a pretty good option, it has a good stabilizer ( makes your lines smooth and straight), though I personally endorse Photoshop.
