It's a fight or flight instinct meant to assess the situation before acting.

There was a coyote mousing in the ditch near where I live and when I stopped the truck he started running (they get shot at a lot).
I let out a wolf howl and he just stopped and started jumping straight up into the air (to see over the walls of the ditch)
If he ran the wrong way, the wolf would kill him.
Better to asses the direction of danger before acting.
