not sure even the 40k fans will get this one, let me help.
the standard Lasgun uses the same basic technology and operates along the same lines as other laser weapons, emitting a beam of highly-energetic, focused, coherent photons.
in other words its a powerful flashlight. hence the joke. compared to just about anything else in the 40k universe they are pathetic, so they are commonly addressed as flashlights.
