Well, gameplay wise Fallout NV was the game Fallout 3 should have been.
But at the same time NV is lacking in story, and a lot of other great things that Fallout 3 had.
And the expansions? Fallout 3 expansions were great compared to the NV expansions. Kinda feels like they threw them in at the last second, where as in Fallout 3 it feels like they put some work into it.
Though Lonely Road was pretty nice.

I think you mean Lonesome Road.
But to go with your first comment, I actually think that New Vegas' story was better. In FO3 they force you to go with the Brotherhood. Brotherhood = Good Enclave = Bad.
In NV there are many more options. Where any one of them would be considered good in there own right:
Legion = Strong and can train and protect others
NCR = Civilized, they're the reconstructed government trying to bring peace
Yes Man = Others want to use New Vegas, not help it
House = Using knowledge to bring things back to the way they were
No one side is entirely right, and neither are they wrong, that's why I feel the story is better in New Vegas. That and you're deciding the fate of one of the last bastions of humanity left, instead of fixing a water purifier.
That last part is debatable, I just prefer NV's array of options to take. Fallout 3 was great, but I prefer New Vegas.
