Well it is. Its called kill the spiders which take like 1 or 2 hits to kill and if you see him in the pose where he calls down meteors just keep running in a single direction til he stops. He's that simple. I'm guessing your the type that goes straight for Rom and doesn't kill the spiders making it harder on yourself. If you are having trouble killing all his little spiders summon some help and he's done. If Rom is hard for you, stay out of the cursed Chalice dungeon I'll tell you that much.

For Rom, if you're a physical build, use a beast blood pellet, hit Rom once to activate the fight, then take some time building up the beasthood meter by killing the spiders (saws, which are plenty viable on every physical build, can use transform attacks to build it up much faster than any other move in their moveset). From here on you can just pummel Rom until just about 2/3 health, at which point you should let your stamina fill back up. Once she gets past 2/3, she'll start to teleport. The gist of the strategy is to use your ******** damage to stagger her out of the teleport animation for more free damage.
Arc builds don't really have access to pellets so they can resort to firesprayer cheese, and BT builds can build up the meter using the same method as above, only with swapping out for your chikage once you start attack Rom.
Chalice Rom has more health but ends up not meaning much because you have proportionally more damage compared to its health pool than you would when you get around to fighting main game Rom. On the plus side, you've got pillars littered around the boss arena which can block the meteors, but on the other you've got spiders that can one-shot you at 40 vit.
It's not about it being easy or hard. Defiled hotdog/amy is easier for me than rom. It's entirely subjective.
The reason no one likes Rom is because of ******** spiders and an inconsistency in getting through the fight because of RNG. If Rom decides to spam AoE or flail after every stagger, you can do nothing but wait. If it decided to do one of those while a spider landed a stray hit on you, you'd better hope you've got 40 vit by the time you get to burgerworth in NG otherwise you're ****** .
Your best bet is to cheese it with pellets so it takes free damage while trying to teleport but that only highlights how bad of a fight it is.
To be fair, it's probably the build I was using, a Kirk build. My first try I didn't kill the spiders, died with him at about 45% health. I learned. Killed the spiders in 1st and second phase. Got killed by his tantrum attack, learned. 3rd time I got him. For those who have the DLC, they know that those bosses are ******** . 16,000 hp on Laurence, stronger in NG than most bosses on NG++

When you play the game more, maybe even when taking characters through chalice dungeons, you'll see Rom stand out as a ****** boss even in comparison to some of the lazier brainsuckers/loran silverbeasts/watchers or difficult headless/descendant/amy bosses.
Sorry to say but Rom is a pushover, if you say he's hard you need to git gud. Orphan of Kos is the only hard boss in Bloodborne. Laurence, the First Vicar is a bit annoying but all you have to do when he's only a torso is keep your distance.
