FUN FACT: In civiliation 1, the devs were designing Gandhi's personality, and under "Nuclear Proliferation" they wanted to put a 2/10, but accidentally messed up with their keyboard and gave him a 12/10. The fans loved this so much that they have kept his "12/10" lust for nuclear missiles and bombs throughout every civ game to date.

In the original game, when they gave Ghandi a peace rating, they gave him a 1/10, but since some policies give -1 or -2 to peace, so at first he's fine, but when he gets diplomacy, his rating goes negative, instead hitting the maximum amount possible, 255.
That's the reason why Ghandi became such a warlord in the first game. The reason they kept it that way in other games is because the fans loved this glitch and therefore it became an tvtropes.org/pmwiki/pmwiki.php/Main/AscendedGlitch

You might be right, but the way it's implemented in Civ V is with 12/10 in the nuke category. See link.

Yeah. Ghandi has always been the nukiest. That 12 was put on purpose.

I should play a game on Emperor soon with Gandhi, Montezuma and Catherine and Ramen-keg. Will be interesting come late game.
