Best way to go in my opinion.
Few but big cities, focus on production of gold and culture. Fill up patronage tree.
Own every bitch city state in the game. Get more culture and a **** ton of science.

I'm speaking more specifically post-WWII Japan, where they weren't allowed any military so they instead focused all their efforts towards technology and production.

I'm well aware that Japan is not the most peaceful nation in history.
