It's a user-made skin called Metro. It's pretty good.

Installation is pretty easy. The gist of it that you'll get a zip with a folder you need to drop in a specific folder in Steam, and then set the skin in Steam settings. There's a readme for details.

Unless he's making the individual parts by hand, I doubt it. I've built computers by myself, it only takes an evening.

The game industry has a nasty habit of releasing a new good game, then drowning the second one with bad practices, such as micro payments and all the other stuff. But knowing the company it shouldn't happen. I am just saying if it does, I wouldn't be surprised.

(12/27/2015) [-] Firaxis is a developing studio that has releases ranging from from pretty good to god like, and 2k is fairly good with not being greedy and wasteful, especially in regards to Firaxis games.

I doubt a turn based game would have micro transactions, xcom enemy unknown did have that one dlc that was just cosmetics, but that was optional and still cheap. I'm just worried about the implementation of new mechanics and such. but fireaxis has a good record so far, so im optimistic.
that was the pre-order DLC, and this one has the same type of deal, with an extra soldier (basically just a random character with old XCOM armour)
Right, and I have been mostly happy with their products in the past. And they are a far fry from Ubisoft and EA, but these types of business models are becoming more and more popular, so its just something that make cautious, but I still expect the best from Firaxis. And more than likely it will be good, but i am still going to wait for reviews and user experiences before I go and drop $60 dollars for it. But if it does live up to hype and the reviews, then I will happily pay $60 dollars for it.
