Except they were intelligent in the Prime series. They didn't inject it into themselves, they injected it into the wildlife to make an army of mutated space monsters.

then later they mutated some of their own soldiers in the name of science to make special forces. an army of Phazon enhanced Space pirates to just smash through enemy lines.
