Technically, the girl in the post isn't a furry. She has "animal parts', but not any real fur or anything... Until she turns into her animal form, I guess?
But technically she's not a furry in her human form.
"Furry" is typically classified as an anthropomorphic person covered in, well, fur. Basically just an animal standing on two legs with human-like proportions.
The girl in the post is not covered in fur, she just has a tail and an set of animal ears on her head. She's, like, 90% human otherwise. Plus, having just those would mean you're a "furry" when you wear a 'tail' or a set of cat ears for a costume... and that's technically incorrect.
