Most likely, they will proritize characters that both genders have voted often. This way, they don't add as much characters that only men or women like and the other gender despises, increasing overall acceptance for the new characters.

From Software has a way with creating tragic stories and characters that few others have been able to do. I love the fact that the worlds you go through in the Souls games and Bloodborne is already past its prime, and you're seeing what's left, putting together the pieces of the past.
