So? What's this got to do with Undertale? Undertale wasn't exactly the first game to have pacifist runs. People have been doing pacifist runs in the other Fallout games too ya know. Except Fallout 2. And Fallout 3 needed console commands.
In fallout 3 the only things you have to kill are the radroach in the prologue and the supermutants and colonel Autumn in the Jefferson memorial
I wouldn't recommend it, it's a piece of **** game, the gameplay is worse than a bullet hell with upgrades flash game. It's basically an 8-bit visual novel.
To give a less biased reply, it's an rpg that got popular late last year, and has been praised for it's sense of humor and a mechanic that allows you to decide what characters you kill and spare during random encounters. It was made by a very small team in gamemaker.

if the fallout 4 logo was written in the mgsv font no one would have understood what it meant
Because the different moral paths are the trademark of Undertale, but it's barely relevant in mgsv.
