well, the lack of bosses comes from the fact that who was killable by a pacifist human has no chance against a genuine killing machine, so i can't see it hapening any soon
only 1 and a half were strong enough

also spoilers well, they could have still added an asgore fight, and a mettaton neo fight, they could do the whole genocide papyrus thing where sans dies first instead. Theres a lot that could possibly be done well, the potential is there.

you can't make sans fight you if you didn't kill everyone on your path, so it is more like, you need to kill papyrus to make sans regret his promise
asgore and mettatton are as strong as in the pacifist path, making them weak for a high LOVE character
don't get me wrong, i know the game could have some more decision, but this is why i think those two won't ever be implemented in the game.(although i would like to play the hypothetical situation)

i dont think im gonna bother saying it after this, if you see the eye dont click if you dont want spoilers Asgore couldve consumed the souls but he didnt, and they could pull some **** with mettaton being upgraded by alphys. You could catch sans off guard and hit him if something like resets passed through after you do a genocide run and decide to do another right after. Another thing they could do is make muffet trap you but go nowhere near you and have her pet fight you instead, or have her ride it or something. I love the game and i doubt any of these will ever get added in, but its stuff that could be done.

take into account that sans is not really that easy to attack by surprise, if you see carefully, he is always with an eye on you, except if you kill papyrus, that he decides to completely dissapear until the judgement. Needless to say that fighting him with lower than lv 10 would be just a bad joke
some plot decision were taken for story quality reasons. Not everybody is as strong as they appear to be, and also, being in the pure genocide implies some decisions aren't taken by you but by your evil character
this means that they act according to how the creator thought they would act in each situation, and accordingly, not everyone fights back in first instance
if there were a second undertale game, i would like it to be more of the game if the decisions maken were diferent, as what would happen if...

the music gets slower and slower, but if you pay attention, you'll notice that "but nobody came" is a super slow version of flowie's theme.
