A mysterious broken machine doesn't mean Time Travel.
Teleportation is a thing and even if he was moving fast that still doesn't mean time travel.
He recognizes that people act different like they experienced everything before.
Also he apparently has been a problem to Flowey for a long time causing Flowey to reset. Everyone remembers a little bit from loads. Toriel mentions it. So it's understandable that someone as observant as Sans to notice when someone loads.
Shadowstepone is actually correct in this. Sans and Alphys were the two assistants to W.D Gaster, the former royal scientist, who discovered the SAVE function and were working on time travel. In the Genocide run, you can find evidence that he's continuing Gaster's work.
The only people who say anything about things with past timelines are creatures who get their soul absorbed by Flowey. Only boss-monsters can have their souls absorbed. Sans is one of these people.
that's true, because he's not saving. He has a method of time travel entirely seperate from determination

the reason he's lazy is because he kept going back and learned that it was futile. everything is futile.
the reason he fights you in true pacifist, he declares that he couldn't stand by and do nothing anymore.
That is definitely wrong.
Flowey had the most determination before Frisk entered the underground, and he used it to do everything until he got bored.
After Frisk does finally show up, the determination he carries with him overpowers that of Flowey's. But, even though that's frue, Flowey still has enough determination to keep his memories every time you time travel. He can not time travel on his own.
Same with the "boss" monsters. They have faint memories of past events because they have relatively strong souls (still 1000x weaker than a human), and with that, just enough determination to remember small things.

Yeah, you can reason with all the enemies and I know that most monsters don't know that Frisk is that fragile, but years of videogames have taught me one thing: "you attack me - I curbstomp you or die trying", so doing the pacifist run honestly made me more angry than happy
I think that was sort of Undertales' goal - to show you how weird and harmful the usual RPG system of killing everything on sight is and how it makes you a horrible person.

Except it kind of falls on it face when you have a character that says, "I'm going to ******* murder you!"
I can understand that for 90% of the enemies in the game. Sans, Papyrus, almost every minor enemy, etc. But the final boss, Undyne, and a few others, no. And honestly it is because of that reason I don't feel any sympathy for the final scene, or even Toriel for that matter.
Is it the message of the game? Yeah. Do I think it was done well? No. At times, but no.

I feel like Sans' stats are only so low in the fight with him because they've been lowered by your actions. Remember how monsters' bodies are attuned to their souls? By that point, you've taken pretty much everything from him.
Though to be honest, once you beat Undyne, Frisk is powerful enough to one shot just about anyone in the underground so it wouldn't matter what his defense and health are. The only reason Sans doesn't die instantly is because he actively breaks the rules of combat to give you a bad time.
This is actually something i have been thinking about, i mean at first i didn't see why Toriel was protecting you from going outside, because everyone was friendly, but then i realized, that in all those random fights, the monsters are trying to kill you, like they aren't friendly for **** , they may try to talk to you but they are still ******* trying to kill you, what gives?
