Undertale is a good game. But not best game ever. Very little replay value once you've got all the endings/the endings you want.

Why is replay value essential to being the best game? Maybe it's just what sets games apart from other media.... like books or moives. Then again, non-linear stories aren't able to hold the exact level of quality that a carefully arranged and planned one can, leading to a 1-shot amazing story vs a replayable good experience.
