I'm pretty sure Paps' voice is Ross of Steam Train (Game Grumps side show). He did a playthrough with Barry and the voice he made for Papyrus' dialogue sounded just like this. If this wasn't ripped from their playthrough then whoever is imitating Ross's Paps voice is doing an excellent job.
