So easy way to find vehicles
1) fill up a coyote with 4 wheels and 1 engine, take scrap and fueltank in inventory (leave the rest of you shit in your camp)
2) Repair car, if car not there find other spawn or serverhop (if you serverhop you will have to make a new camp on that server but it's not too difficult)
3) Drive car to camp
4) proft
So easy way to find vehicles

seriously go to the offroad pickup ( 015076) spawn outside myshkino or the hatchback (019061) spawn around lopatino and serverhop a couple times i will guarantee you the probability you find one is around 30-40 percent.
(also secret veteran tip; swim to skallisty with all parts necesarry to repair helicopter, serverhop a couple times and you have yourself a helicopter, loads of camps on that island aswell)

Well, I'm not talking about gear, so it's a bit different to how you described it.
Vehicles stay on the server they are found on, and there is no way to bring your vehicle to another server, meaning that you cannot "just go to all empty servers and take good gear and come back to a busy server". If you want to use the vehicle you have to be on the same server as you found it on. Plus, some servers are 'hoarded' which means that people take all the vehicles and put them in one camp (usually deep in some forest). This makes serverhoping necessary.
And hey, pretty much everyone who has a vehicle serverhops to get it.
